OK, I hate to be 'that guy'*, but 10 per day is a raw number that is meaningless without knowing the population of Sao Paulo. The correct number to use is the rate per 100,000 or 1,000,000 population for comparison purposes.

I went through a period where I went to those websites like rotten.com that shows some pretty awful stuff (don't judge) and Brazil by FAR had the most gruesome murders ever. It's like anarchy there, people gutted by machetes in the street, tied up and skinned alive, just horribly brutal stuff.
Every since, Brazil has been on my list of 'never going there' places.
