hey!
I am certain that he had a CRACK TEAM of high priced MBA consultants working on the project.
There were a FEW cost over runs, and a FEW minor delays.
But they are CERTAIN that they will be ready to roll the app, I mean webpage out by the end of December, February at the very latest.

It sounds like they tried to host this locally on their campaign's server in Boston. However this type of app (an app that only has to work for one day and needs massive bandwidth) screams out for the "cloud." This is a prime example where hosting things through amazon/google would have been a huge help.

It was a perfect storm of technical issues and a confusing training program that rendered ORCA unusable and completely unhelpful to the campaign. Long before voters headed out to poll stations, experts warned that the app's training manual and its frequently asked questions could potentially confuse volunteers.

So it was pretty much a reflection of the Republican platform's intersection with Romney's policy positions.

Gitcho said that Orca was selected as the name for Romney's data-mining and micro-targeting operation because of the name of Obama campaign's similar operation -- Narwhal, after the whale with a long, straight tusk. "Orca is the only known predator to that," she told NPR.

Similar thing happened at work last year. We had replaced the mobile radios as well as fixed stations, repeaters, hand held, etc. No one read the manuals, because all the radios had to go to IT for programing first and then were distributed. There was no training. Here's your radio, monitor channel 1A. Well, there was a major power outage, and everything was down. The critical systems came back on backup power, but in order for the new radios to find the signal again it required a "poweroff-poweron sequence. Since no one had read the user manual, there was no contact. Therefore the only people able to communicate were on cell phones. And a lot of critical persons didn't have cell phones...

The bitter irony of this entire endeavor was that a supposedly small government candidate gutted the local structure of GOTV efforts in favor of a centralized, faceless organization in a far off place (in this case, their Boston headquarters). Wrap your head around that.

I'm shocked he expected otherwise.

I read about this a couple days ago off Ekdahl's blog. It was a fascinating read, but made me wonder if it will be used as an excuse for the GOP not to see that the demographics are against them and the nation is increasingly drifting away from their policies. "Well, if ORCA hadn't been a clusterf*ck, we'd have won in a landslide! Let's double-down on social conservatism and making sure billionaires save a few bucks at the expense of everyone else!"

Someone is trying to throw ORCA under the bus to save the Romney campaign as a whole. Don't buy into it.

The program was just an election day tool intended to help redirect last-minute GOTV efforts, if it had worked perfectly it would've had very little impact. Talking about ORCA is interesting in that its indicative of the overall Romney campaign ineptitude but its just one small cog in the massive failure machine.

It sounds like it was a legitimate fark-up so I understand that the whole system had a way of shutting itself down.

Also, it sounds like they didn't really do any real load-testing and didn't give a damn about proper documentation.

Looking at the two campaign organizations, seems pretty clear that Romney got out-CEO'd by Obama.

It's a perfect cloud app: short term, high-demand, no time to fix issues with load.

So, why didn't they do it? Here's my guess: the rumour is that Accenture and Microsoft were involved in it. That doesn't mean the skilled bits of Microsoft, but their consulting arm who are like all big consultancies: crappy. All they care about is making as much money as possible. So, they won't hire a skilled architect who will suggest cloud, they'll use whoever is currently light on work and assign the project to them and they'll build something.

/recently had my contract outsourced to Accenture (but was sick of the place anyway)

What makes the ironing especially delicious is that the Romney campaign is basically a microcosm of what makes high-level business practices so laughably ineffective at producing anything but PowerPoints and rah-rah speeches. He outsourced mission-critical work to gladhanding consultants who made sure everything was featherbedded nicely before delivering a borked product? Sounds like something Bain Capital would do.
