In addition to mandating condoms, it will require porn producers to apply for a permit from the LA County Department of Public Health to shoot sex scenes. The fee will finance periodic inspections of porn filming, and violations will be subject to civil fines and criminal misdemeanor charges.

Huh? What would the permit do? What would inspections do?

Living in the Valley, there has been a lot of noise about this law. Most porn companies already had offices in Nevada for tax purposes anyway, and at only a 3.5 hour drive they can keep their mansions here and take their business to Vegas. There's even been talk of loopholes in the law where you can do preproduction in Vegas and file all the proper paperwork and payroll there and then film here claiming it was an unpaid consensual act between two or more adults with no permits at all.

On topic, does the law specify where the condoms must be worn, or simply that they are worn at all? And what about the kind of porn that has only women in it? Will we be seeing those finger condoms that you have to wear if you get a cut working in a restaurant in porn? Will they be blue because there's no blue food like this one?

The city doesn't like it, the producers don't like it. The authors of the bill vow "to go everywhere and get this ordinance passed. If they move to Nevada, we'll go to Nevada. If they go to Florida, we'll go to Florida." They honestly believe that people watching condoms in porn will suddenly see the error of their ways and decide to start wearing condoms in their regular comings and goings. It's more unrealistic than a pizza boy w/ a 12 inch dong who never gets paid ever.

You're far from the only person saying this, but you were the first, so I'll reply to you.

The typical porn shoot is quick and cheap. They don't have the time to drive to Vegas, Santa Barbara or Orange County and those places don't have the behind the camera talent they need for even a cheap porn.
Pornos are more sophisticated operations than just a guy with a camera and whoever is performing. They have multiple camera operators and a still photographer, sound guys, make-up artists, gaffers, etc. And all those folks are in LA because they also work in mainstream film.

And, while plenty of porn in the SFV is shot on a sound stage, there is also a lot that is shot on location at private homes that get rented out for shoots. There's an established network for getting locations, which might be hard to come by in other cities.

I voted for B. Sure, I think we'll lose some shoots. But there isn't anywhere else in the US, and probably the world, that is as welcoming and with as well developed infrastructure for shooting porn as Los Angeles.

So mandating condoms between two consenting adults is big government.

But this is also a workplace so it's an OSHA issue. Same as if in a hospital, universal precautions are regulated and mandated for worker protection because if an infection occurs, workman's comp pays the HIV med bill.
