The Daily Mail hates the BBC (and they own a big chunk of ITN, competitors to BBC News, though they never admit to that conflict of interest...) so that's why they take comments made as a joke and try to spin it as a genuine BBC policy, and why lots of typical Daily Mail readers believe it and post comments calling for the BBC to be scrapped.

Considering the way the British Empire treated new found civilizations in the past, I think the BBC has a point.
