The man, who was diagnosed with a mental disorder, always received a tip for his services, the news agency said.

WTF does this sentence have to do with the rest of the story?

Hahaha I said the same thing. I'm pretty sure the guy who helped the kid convert the money is the one with the mental disorder as he's the only one in the story who would get a tip and it not be candy.

It explains what kind of man would help a kid convert that much currency.

Yeah, I get it now.

I think it would have been a lot clearer to say the accomplice rather than the man... and not starting a brand new paragraph.

Reminds me of the time when as a ten year old,  I decided to become a "Professional Magician" with mumsy's credit card.

That didn't turn out so well.  The delivery guy showed up with the "saw a woman in half" thing when mumsy was supposed to be at work.

I had some 'splainin to do.

Probably more like "spends $100 in candy and $3900 in 'tips' to a man who converted the cash".

A bunch of text that helped that make sense was probably chopped out by the editor.

Actually FTA:
$3,300 in U.S. cash and about 600 euros ($635)

So actually slightly more than $4,000 worth of currency in total.

When did USD and EUR start trading so close to 1:1 anyway?

i'm surprised the boy was not beat nearly to death. the only thing that saved him was son/male status, the golden ticket in old country. perhaps if he was more well raised he would have honestly brought his find to the attention of his parents before selfishly squandering it away on treats for himself and his schoolmates. wicked, stupid little boy. my mother would have thrashed him within an inch of his life and sold him to the Gypsies.

A 9-year-old Ukrainian boy spent nearly $4,000 on candy in several days, the money coming from his parents' savings hidden in a couch...

Seeing how they're in eastern Europe, the parents probably won't have any problems recouping the money.
