According to 'THAT GUY' in my office, this is proof of Obama's weather and earth quake HAARP machine. They are attacking these apparently random countries, but there IS a pattern you just can't see it because you have your blinders on.

I was in Antigua, Guatemala (about 100km east of the epicenter) last November. Beautiful place. Used to be the capital city until it was flattened by an earthquake. Hopefully it's not heavily damaged this time - I'd love to go back!

Surrounded by three volcanoes too, which is pretty impressive.

We went camping there last summer. Nice place unless there is a mass, panicked exit.

Guatamala is awesome for conspiracy theories. Between the funky soil, the earthquakes, and the major rains, they get these massive sinkholes - often nearly perfectly round (google the images, they're very cool).

Afterwards, I get to hear from the neighborhood kook about how the "drill holes" are evidence of HAARP being used to cause earthquakes and such.

Seeing has how Gog and Magog is referenced to almost exclusively by conspiracy theorists, I think you should come clean and admit 'that guy in my office' is actually you.

To address your particular conspiracy theory:
1. if the government creates a 'weapon' so ineffective that it causes earthquakes to happen no more frequently than they already happen on their own, I don't think we have much to worry about.

2. If the government has such a weapon and is choosing Guatemala as their target, their competence as evil bond villains is very much in question.
