Someone is holding the corner of the flag so that the flag is positioned nicely for the photo. That is why the top of that flag is moving and the bottom of it isn't

Wow, as much as I hate to defend Romney's campaign, it's worth noting that this picture is a panorama. If you are standing between two flags, and take a 180 deg panorama, and the two flags are blowing in the same direction, they will appear to be blowing in opposite directions. Even a 90 deg panorama can produce this effect. Suppose you are on a baseball field, standing on home plate, with the wind blowing straight toward center. A flag on 3rd base will hang away and to the right, and a flag on 1st (again from your perspective) will hang away and to the left.

You know, kind of like in the picture here.

Other plausible explanation: Romney is a blowhard, and making the flag near him blow left.

Oh for Pete's sake. In Elizabethton, TN there are four flagpoles near the courthouse in a square about twenty? feet on a side. Each has a US flag. Because of the wind and the buildings, it's not unusual to see three flags blowing one way and the fourth blowing the other.

On its own, it is absolutely not grounds for concluding this is a shoop. Any of the scenarios I've listed are plausible candidate explanations, and none of them are rare enough to discount. I would suspect a combination of all three, each contributing to the effect, before I'd conclude that it was shooped. On its own.

It's a fisheye or panorama or something. If you drew perspective lines they would be all screwed up, enough to realize that the flags are legit.

Panorama shot, made from 3 images. You can see the blurry joins, one of which goes through that big flag near the middle. If the wind is a bit turbulent, it will move the flags to different positions between the time that the individual images were taken. Parallax error will account for probably half the apparent discrepancy. 

/looks cold, though.
