Well, I hate to be the one to point it out, ever the one to point to Occam's razor first and foremost, but the Republican party does have a thirty-year history of preaching to the high heavens about the incompetence of government and proceeding to appoint morons, woefully underfund, obstruct, and/or otherwise generally completely cock up everything to fulfill their own prophecies. "Starve the beast" is merely the tip of the iceberg, here.

Yeah, it'd be easy to write off as general incompetence -- if it weren't for the "gubbermints is stupid! Herp derp!" self-fulfilling prophecy narrative. With that in play, you really have to wonder about it...
