Endive Wombat: I gotta say - I am somewhat perplexed with the inconsistency of enforcement, like how nothing will happen for YEARS, then boom...8 places busted in a matter of 72 hours, then nothing again for a few more years. I mean, if these places really are the hotbeds of human trafficking, fronts for the Asian mobs, drug rings, etc...I would think that it would behoove law enforcement to actively shut these places down...

In America the enforcement of prostitution laws is so sporadic because the complainants are so remote from the crime.

In the case of crimes like assault and theft, you generally have a victim who is keen to report it right away and provide lots of evidence and testimony, so enforcement can be consistent. OTOH, no one connected with prostitution wants it reported and prosecuted. What drives enforcement efforts is usually complaints by third parties who have little useful evidence and less motivation. These victims are usually just offended by overt signs of sex work (e.g. hookers touching up car windows where THE CHILDREN can see them, etc.) and they're pacified when it looks like it's been made to go away.

In a couple cites I've lived in, the cops made a policy of basically chasing the hookers around town. That is, once the complaints of flagrant hooking in a neighborhood reached a critical level, they'd crack down in that neighborhood driving out and dispersing all the ladies and satisfying the citizens -- until the hookers found another place to congregate and the cycle would begin anew. I got the impression that the cops were not engaged in a concerted effort to root out a (supposed) social evil like narcotics, but an as-needed effort to suppress a public nuisance like loud music.
