He seems to have made a choice to follow the guy out the door from behind rather than confronting him at the counter. The robber apparently didn't have a weapon in hand at that point, so the bank president probably had a good drop on him.

As for having to kill the other guy, that's not what you want to have happen, but it was a robbery and if it came down to that, the cops would have had to kill him, too. The bank robber is the guy putting everyone in that position, being the kind of inconsiderate dick who goes around robbing people.

The goblin should have been shot on general principals thereby saving the taxpayers many millions of dollars in legal fees and incarceration costs. His estate should be billed for the bullet.
