If the President tours the disaster areas then they scream "he's campaigning".

This may come as a shocking surprise to you, but the Pentagon doesn't call the president every time they make a decision regarding the deployment of troops.

General: "Mr. President, a private is asking for a weekend pass to go off base."
Obama: "Is it Johnson again? What's his deal with weekend passes?"

Uh, Duh! The SEALs all have phones that call only the POTUS. And only the POTUS can give the SEALs orders or get them additional logistical or tactical assistance. Don't you know anything!?

According to anonymous sources Fox News has been in contact with, when the embassy was attacked the former Navy SEALs present at the CIA site a mile up the road wanted to go rescue them but were told to stand down. They disobeyed that order, but were unable to find Ambassador Stevens. When they returned to the CIA compound the second attack happened, at which point Fox's anonymous sources say that these former SEALs had an open line to the Pentagon begging for backup but were denied any support.

That's all they have to support this angle: a single Fox News article that relies entirely on anonymous sources.

An hour? Don't you think that would have been a bit late? The later deaths at the CIA annex were caused by mortar fire, would more men in the area have been a good thing?
