Occam's Razor says it's more likely the bus driver forgot to set the brake than someone gained access to the bus, released the brake and then jumped out. Guess it's possible, though.

Doesn't explain why the bus took half an hour to start moving after forgetting to set the brake. Guess either is possible though.

But don't school buses have automatic transmissions with park?

Makes me wonder if someone bumped their car into the bus and took off when it started rolling. It seems less likely someone broke into the bus and released the brake instead of the driver forgetting to set it. Might not have moved on its own, but if someone backed into it that might be enough to get it started down the hill.

I would imagine many busses are automatics, but I doubt it's the same automatic from a pickup truck. More likely a heavier duty transmission that probably doesn't have a park lock since its likely to get broken from the weight of the bus.
