I remember a salesman a couple of years ago suggesting that I go with some of those ugly checked shirts that came back a few years ago: "They're fun!" I went with the flat colours because I didn't want to come across as fun. Mind you, I was selling paper at the time, so I was trying to avoid the "cheap suit and desperation" look.

Seer sucker will never go out of style but it looks best on really really skinny dudes or old men.  You don't wear that shiate to the office though, that's a picnicknicking or outdoor lawn party suit.

Yup. Hell, the Senate usually sets aside a day where a bunch of Senators show up in Seersucker for the day, with a ice cream social for the entire senate and staff.

Of course, that's not so much being fashionable as it is never having fully forgotten, as an institution, the days before central air.

I don't think you'll see too many loud sportcoats though. The hill dresses very formally while Congress is in session, and pretty informally (we're talking jeans and a dress shirt or khakis and a polo here, though I've spotted at least one Congressional Chief of Staff in cargo shorts) when it isn't. There isn't much middle ground, so I can't see a wide variety of sportcoats outside navy blazers or the occasional seasonal linen or tweed ever seeing wide usage, Though I did see a a three piece light gray sit with giant purple checks on a lobbyist at a hearing once. That thing would have been loud as a sportcoat, but as a suit, it wouldn't have looked out of place on Carnaby Street.
