Maybe this is a good idea. I'm sure the people behind it have the absolutely best interests of other people in mind. Doesn't matter. The only effect it will have is that people will either:
1. Go film somewhere else.

OR (more likely)

2. Continue exactly what they're doing and just lie about where they filmed.

Either way the goal of the proposition isn't met. It becomes a moot point.

How would something like that be enforced?

Porn shoots are all after hours in cheap motel rooms or private residences anyways, so it's not like an inspector will be able to drop by to check. Any "offending" film that comes out could easily be claimed to have been filmed outside LA county or before the law went into place. Business as usual, with one more nonsense law on the books.

How would the law apply to amateur videos where it's a legitimate couple that wouldn't be wearing protection anyways? If there's a loophole there, are the all new porn videos just going to be labeled "amateur"?

I seem to recall that there are a number of reasons why moving the porn industry out of California would be problematic for the industry. They'd really rather stay in California.

For one thing, there's legal precedent that filming porn in California is legal ... it's been decided by the state supreme county, if I remember correctly. The legal status in other states of the USA is less firm.

The intention is all good and fine, but the practical result if this passes will be economic loss in LA County and economic gain somewhere else. It's just that simple. Unless the Feds get involved and invoke similar regulations nationwide (OSHA type stuff), this initiative is completely pointless. OSHA getting involved in this issue will not be happening any time soon.

Not CA - Los Angeles County. So most likely Ventura County since its just a 30 minute shot up the 101. (Unless they passed a measure? Can't recall. Don't particularly care).
