Subby, are you stupid? The article actually defines what a hat is:

A hat is a covering for the head that can be worn for decoration, protection, ceremonial or other reasons.

Now, granted, it doesn't actually define what "the head" is, but a quick look on dictionary.com shows: the upper part of the body in humans, joined to the trunk by the neck, containing the brain, eyes, ears, nose, and mouth

Therefore, "the head" is part of "the body," and since the "hat" is a "covering" for that body part, nobody wearing a hat is truly naked. Because:

Naked: being without clothing or covering; nude: naked children swimming in the lake.

You're welcome.

as someone who has been to burning man, i can tell you that even if a person is wearing a backpack, that person can still be considered naked. and should remember sunscreen.

Thank god you cleared that up, Will Greenlee! I was completely confused by the whole article until I got to that sentence.

This reminds me of a cool story, bro. Allow me to tell my tale.

It was springtime two years ago and I had just moved to this neighbourhood. I was walking home from work on a warm sunny day with a blue sky and a cool breeze. The streets were lined with cherry blossoms in full bloom, blanketing the trees in soft pink and lending a sweet floral fragrance to the air. I was feeling happy to be alive and lucky to live in such a lovely neighbourhood.

And then I saw something.

A man, naked except for a tilly hat, standing in a vacant lot. He was bent forward slightly and the diarrhea was just flying out of him.

That was my "welcome to Surrey" moment.

Did you all not see the additional information inquiring what type of hat?

The affidavit did not state whether Parlier's hat was a beanie, baseball cap, fedora, sombrero, Stetson, Balmoral, top hat, boonie hat, cowboy hat, fez, beret, dunce cap, porkpie hat, ten gallon hat, skull cap, straw hat, sun hat, Panama hat, military helmet or another type of hat entirely.

I am thinking it was a porkpie hat, but that is only a guess.

The ex and I took my then in-laws to a swimsuit optional beach. We were aware of it but they weren't. Imagine their surprise when the first person they encountered on this beach was a gentlemen flying a kite wearing only a necktie. Sounds like he wasn't technically naked.

I've done the "only wearing a necktie" thing before at the nude resort here. It feels ridiculous, frankly. A necktie served absolutely no purpose before, and now...

I always thought that was to not discriminate against women that wear dresses, but, a dress is not a shirt so the "no shirt" does discriminate against dress wearing women.

The real question is "Do you want to see them naked?"

If yes, then a hat would be considered clothing.
If no, then a hat would be considered not nearly enough clothing.

Is this Will Greenlee's entire shtick? Does he ever write an article that does not include an inane description of a common object?
