I watched my mom crash an ultralight one time. Rudder cable broke or came loose just as she left the ground. She was fine, and learned not to trust that the previous pilot did a thorough pre-flight check.

And then the reporter speaks to a resident identified as a pilot and an investigator from the police who back that up.

So am I missing something here?

Anyway, RIP two souls....

Headline is trying to be snarky about the reporter's comments? I don't get it, the report was fine. The whole thing seemed very professional and complete.

I've been an ultralight pilot for over 12 years and ultralights come in various sizes and weights. In this particular case it was a trike (hang-glider wing with a buggy/motor). They shouldn't have been flying at all in 35Mph gusts. I don't fly in gusty conditions, not fun at all.
