This guy established his "lollipopforest" YouTube channel in 2006, which predates the South Park Episode... but "Lollipop Forest" is, itself, stolen from the "Oz" series of children's books,
barefoot in the head: Dear U.S. of A.,A base is something on which, or, (even better) upon which, other things rest. Nothing can be "based off" anything. If you are trying to evoke "copied off of", or some other oddball speech, please don't. Just say "based on", or "based upon" and spare the poor, crapped-upon English language the brunt of your culture.
