Color me shocked, it seems as though the cops are being somewhat reasonable...they're letting drunk people go as long as they have somebody to help them home and aren't causing a disturbance.
What country was this in again?

It really sounds like there aren't many problems other than those that happen wherever there is a bar nearby. It sounds more like some of the other downtown establishments just don't like bars in general.
