Making public urination an infraction rather than a crime seems very wise. An infraction is a non-criminal violation of the law. It is a civil matter and will never result in a criminal record. Red light tickets and the like are infractions.

Still it seems like a waste of 27 bucks.

You're correct. In a number of states public urination is a sex crime and will get you a place on the state sex offenders list. Meaning you can't be withing a certain number of feet from any school, etc.

Also, in New York State, you have to report any time you move, and you have to inform all your new neighbors of your sex offender status.

15 years ago in Seattle my girlfriend got asked on the street if a guy could pay her $75 for her to piss on him, so I think you need to adjust your prices upward a bit....
