The biggest benefit they get is that they have easy pickins from all the out of work actresses/models/waitresses that are trying to make it in LA, and they have all that real estate, contracts, etc in the SFV where they film, which makes it kind of isolated and inconvenient to other cities that might allow that kind of filming.

The only thing to come out of it was the requirement to keep ID/age records at a physical address, which had to be listed in the credits or otherwise with the content. That shut out million of (pardon the phrase) "mom and pop producers" and kept the porn industry intact.
