To me this implies people are just fighting in the streets like a Bugs Bunny cartoon and it's no big deal and if someone happens to die or lose an eye or break their back and become paralyzed for life... well, it was just a little tussle that unfortunately went a little too far.
No, if someone is hitting me, they're assaulting me and it's kind of a big deal. If I was injured enough to require medical treatment I would want them off the street and in jail for years. If I died from their assault I would want them to spend the rest of their life in prison after being convicted of murder.
Either you get in a lot of fights or you have never been in a fight.

I'm not certain how it is there but I expect that there is bound to be at least a precedent if not an actual codified law based on the English common law principle of he that smelt it, dealt it.

Several years ago a local man was convicted of manslaughter after he punched another guy once and killed him.

I can't tell you how many times I've been killed with one punch.
