We've restructured the police department, placing prime candidates according to risk factor. I'm confident we can go to prototype within 90 days.

I downloaded the FBI Uniform Crime Report for 2011 (latest available, still preliminary, so some data is missing).

You can quickly see that Detroit has a violent crime rate out of this world. As does DC, Baltimore and Memphis (per 1000 citizens)

I looked also, and what does the top 5 cities have in common with exception of Saginaw, MI?

E. St Louis - 1.23% White, 97.74% Black or African-American, 0.19% Native American, 0.08% Asian-American, 0.03% Pacific Islander, 0.19% from other races
Chester, PA - 18.94% White, 75.70% African American, 0.20% Native American, 0.61% Asian, 0.01% Pacific Islander, 3.03% from other races, and 1.51% from two or more races
West Memphis, AR - 42.16% White, 55.93% Black or African American, 0.21% Native American, 0.53% Asian, 0.02% Pacific Islander, 0.51% from other races, and 0.64% from two or more races
Saginaw, MI - 47.02% White, 43.26% African American, 0.49% Native American, 0.33% Asian, 0.02% Pacific Islander, 5.86% from other races, and 3.03% from two or more races
Camden, NJ - 17.59% (13,602) White, 48.07% (37,180) African American, 0.76% (588) Native American, 2.12% (1,637) Asian, 0.06% (48) Pacific Islander, 27.57% (21,323) from other races, and 3.83% (2,966) from two or more races

Class is only part of it. A better definition would be poverty within an urban setting. Using this paradigm you'll find that crimes broken down by race are remarkably egalitarian. Consider also the skewing effect that crime reported by minorities is less likely to be as vigorously investigated as that of crimes committed in affluent areas.

It appeared that there was a fark up on the case of the cops. The forensics van arrived before the police did. The guy ran out of the bank with a gun. The forensic folks watched him go, then started dusting for prints. The cops didn't show up for another three or four minutes.

I don't normally stick up for cops, but I used to do alot of work in banks.
The going theory was: Bank + customers + robbers = hostage situation.

The tellers were instructed to front the money so the attackers would leave quickly.

/Its all insured anyway.
/I don't fault a forensics unit for avoiding a firefight, but it still looks bad.

Ok. You're forgiven, but go forth and sin no more. I have no connection to law enforcement save being pulled over 8 - 10 x in my 35 years of driving. I am only too aware of the cop hate that bubbles up here, and I perceived this comment as an unjustified swipe at the Baltimore cops.

Actually, I've found the cops in Baltimore, especially the street cops, to be very helpful and polite. They biatch to me when they find out that I'm from Virginia, as they all claim to have been pulled over by Virginia State Police WHILE IN THEIR OWN PATROL CARS on 495. Other than that, though, they seem to be nice, but overworked and undertrained.
