It's listed as a leasehold, so it looks like you don't really "buy" it like you can buy an aircraft carrier or a sports team. I assume it's under the jurisdiction of the Australian Reichstag or whatever they call it, as, unfortunately, buying an island doesn't make it sovereign any more than, say, you buying your house would make you Prince Rooster of Cogburn. That's why they could send Nick Cage to that island with the birds and the bees.
