It would appear, according to the article, the water wheel is indeed functional as a spinny thing and is intended to be part of a larger water feature to be added at a future date.

I believe that he intends to pump water from that feature up to the slough so that the water falling from it will cause the water wheel to function as intended.

whether or not he intends to hook the wheel up to some sort of transmission so that it can do actual mechanical work is still unclear at this point.

Perhaps he could use it to power the water pump? He does claim it to be magical after all.

However, if we could commit the blasphemy of extending Ms. Rowlings universe to be an updated ideal of middle earth, not that I ACTUALLY support that notion, then, yes, they have cars now. . even if they are not necessary as they have mastered teleportation as the preferred method of mass transit. .

That's a good idea. You could run water over the water wheel, turning the wheel, which in turn would drive a pump to run the water over the wheel!

everywhere else in america you have to pay huge $$$ for permits and pass inspection just to have a frickin hot water heater replaced, much less the screaming headaches that come with building an entire house. a house based on pre-approved blueprints that conform to local codes. i'm not saying mr. hobbit contractor is blowing somebody, but i'm pretty sure mr. hobbit contractor is blowing somebody.

Rural areas, which this place seems to be in, and not preplanned HMO controlled suburban subdivisions often have more relaxed codes relating to new construction.

Right, that's the point, it's not really a water wheel at all, just an ornamental circular thing that he'll splash some water on. It's not actually a water wheel unless it's harnessing and converting the energy of moving water. For that, he'd need to have the axle run into his garage and be hooked up to a drive belt or gears, and that would leave no room for his car. It just doesn't make any damned sense.

If he was going to divert a stream to run past the house, I could see the point, but this is just dumb. It's a decorative feature that he'll have to pay for continuously, like leaving the sprinklers on year round. What's the point?
