The coroner's office has not declared McHenry dead. But San Bruno police say their investigation is now closed.

WTF? Hey we found some random body parts in the ocean from a guy camping in the woods. That solves that! Case closed!

I guess I don't have the chops to make it in the San Bruno police department. To me, finding a foot would be what I'd consider a CLUE. But they closed the whole case. I suck at this detecting stuff...

I daresay the missing person case is closed, but a murder (assuming it's not an accident) case would be opened.

Why would some body parts wash up on shore if he's still alive and kickin' somewhere (ha!)? He's dead. Hoping against hope is just prolonging the agony of loss. Declare him dead and let the family grieve. I'd much rather have closure than always wonder.
