Mayor Rahm Emanuel today dumped the entire board that oversees enforcement of ethics and campaign finance rules at City Hall, calling it "a new day for ethics and accountability in Chicago."

I get his point.There's no reason to have people "oversee" that which doesn't exist.

To be honest, bad ethics are still ethics. Maybe they needed and ethics board to tell them what were good ethics. So they could do the opposite.

That's a rather misleading accusation. The Chicago Ethics Board was specifically prohibited by its organic ordinance from investigating aldermen. The Board doesn't even receive the Aldermen's annual ethics filing like they do from city employees. The Aldermen submit theirs to the City Clerk in her capacity as Clerk of the City Council.
