I never really understand these plans, probably because the perpetrators are functionally retarded. I mean even if the target believed you, how would you ever be able to retrieve the money without getting caught. And rich, powerful guys are that way because they are NOT pushovers. In fact most of them have probably done shakedowns (legal but ruthless) themselves in their business practices to get where they were. Plus the sheer money brings the ability to find ways to protect themselves.

For example according to wikipedia, "Weinstein has also cultivated a reputation for ruthlessness and fits of anger. According to Biskind, Weinstein once put a New York Observer reporter in a headlock while throwing him out of a party."

You'd probably do better going after slightly wealthy people who have proven themselves meek or gullible.
