2. Refuse to protect them when they are attacked, using twisted logic to pretend the victims are somehow at fault for offending the attackers
3. Act horrified at the predictable methods the people take to defend themselves under the incentive system you've set up, up to and including abandoning all pretenses of civilization and morality

paris peace conference of 1919 was a spectacular diplomatic failure on all sides, and the US farked it up as bad as the rest of the Entente, we just had, at least, more idealistic, altruistic motives since we didnt just lose an entire generation of men.

Not an alliance so much as an uneasy cease fire. The whole time Mao and Chiang Kai Shek were fighting against Japan, the US was funding the war in China, so Mao would plan a big offensive and get weapons, ammo, food, vehicles and other resources from the US, the US would later find their hadn't been an offensive launched, and all the resources had disappeared. Chaing would do the same thing. Instead of fighting the Japanese, they were both stockpiling US supplied arms and equipment to use against each other when the US would eventually beat Japan themselves. And that is how it played out. They sat on their hands while their country was being pillaged by the Japanese to get the advantage they needed when the real war came.
