Wrong. Do some research before you make statements like that.
Passengers said they were basically on their own.
The crew was telling them to GO BACK TO THEIR CABINS.
People died because of that sh*t.

The only medal I'd give would be if I heard a crew member shook El Capitan by the shoulders, slapped him, and commanded "GET A HOLD OF YOURSELF MAN!" If there's a line of people waiting to do that, medals all around.
But, AFAIK, no such person exists.

Basically these were all the grade of fast-food workers, there was no naval culture that I could see, merely trained in hotel guest courtesy and given a uniform to make them look authoritative. When the shiat hit the fan they all bluescreened and ran. That's a management issue.
