Subby's spinning a good yarn here, they don't know this is bats but it's usually a good guess. Also this isn't (AFAICT) rabies+ebola this is hemorrhagicrabies. I'm not trying to make hemorrhagic rabies sound good.

Both.

The viruses are mutating all the time, and do better in optimal, Petri-dish-like conditions: Warm, moist and full of cells to provide the DNA to replicate that viruses need to survive and reproduce. So there are new viruses developing all the time in warm, moist, animal-rich Africa.

However, the Congo has been in a state of continual war since at least 1969. Refugees, battle casualties and stressed populations are awesome vectors for virus transmission, and starving people go further into taboo places to find food and shelter. People also start eating food sources they otherwise wouldn't have touched, as normal resources become scarce.

Put them together, add a pinch of zero government funds for public healthcare or famine relief, stir in some needles and prostitution, bake at 85% for a few years: You've got a new plague.
