I think the problem with portraying Obama as a chimp (you know, if it wasn't for the racism) is the fact that he just doesn't look like one the same way Bush did. I mean Bush had the expressions, the lips, etc. East comparison. But Obama just doesn't look like a chimp.

That's all in the context. For centuries, black people were portrayed are subhuman monkeys. So yes, this is racist when portraying a black guy, and not when portraying a white guy.

If it's only racist when done by, for, or against persons of one race but not others, it's racist. Therefore, the very idea that comparing people to monkeys is only racist when it's done to members of a certain race is, itself, a racist idea because it requires you to differentiate between people based solely on race. If you continue to push the idea that only people of one race cannot be compared to monkeys, you are actually perpetuating the stereotype. This is why historical context is a bad basis for perpetuating ideas, because if the actions of people many years ago are still used as a basis for determining our actions today, then we have not progressed at all, only codified negative stereotypes into the public consciousness so deeply that they become ingrained. This just perpetuates the idea. The only way to end racist stereotypes is to quit letting them be effective. The real thoughtcrime is that they're still using the same damn pictures that have been floating around since Obama took office.
