You wanna hate McConnell that's fine, but the Commonwealth's problems are right here in Frankfort and everybody knows it. A half-assed legislature and a Governor throwing around high-ranking cabinet positions to cronies. Handing out more UI benefits than the trust fund allows, backwards stance on legalized gambling so that money goes out of state to Ohio and Indiana, fixing a budget by delaying end-of-June paychecks for state employees to beginning of July so they show up on the next fiscal year... I could go on, I see it every day. Point being: You don't have to look at the national level to understand politicians don't care about you, it's right here at the state and local level.

I used the adverb "currently" as a qualifier. It is not a perfect metric by any means, but it's the best we have at the moment from those who judge the impact of a president's term of office. I keep hoping they will update it - it will probably go down some since the obstructionism of the 112th congress in some eyes is the fault of Obama not literally putting a gun to their heads saying "Look, you f*cking terrorists, let's get some sh*t done and stop playing games!"
