I don't understand - why does anyone think building a spaceport is a good idea before there are spaceplanes in operation? Wouldn't you want to wait to see what the requirements will be for that traffic before you build a facility for it?

Locally, officials blame the lack of new businesses on the legislature's refusal to pass laws that would exempt spacecraft suppliers from liability for passengers should the spacecraft crash or blow up. When New Mexico was developing Spaceport in partnership with Virgin Galactic, it passed a law to exempt the carrier through 2018, but not parts suppliers. Colorado, Florida, Texas and Virginia have adopted permanent liability exemption laws for both carriers and suppliers. The laws, called informed consent, are much like those that exempt ski areas from lawsuits by skiers, who waive their rights for claims when they buy a ski pass. Spaceport officials emphasize the carriers and suppliers would not be exempt from damage on the ground, or in cases of gross negligence.

Why build a spaceport in the middle of the country? We already multiple site rated for human space flight including one at Mojave right next to the location of most of the spacecraft design and production. Yes without the expected space pork, which is gone, it may as well be a cargo cult.

seriously what is worse the fact that this exists or i assumed that this machine involved the pen1s somehow or another but didn't want to point it out because i didn't want to look foolish. is it sad that my time on Fark has led my mind to think of uses like that first without anything else?
