this is why you always get the same dog. In a pinch they double for each other, If one dies, you always have a stand in. Plus it clearly makes capering easier.

Whether it's The Consumerist, or some dreadful human interest story in the local paper, they always neglect or gloss over the actual reasons the poor sod was shafted by The System.

So you live in public housing and have chosen to ignore the rules of living in public housing. And neighbors have complained about your ignoring the rules. Because they are killjoys? Maybe your not following the rules has inconvenienced your neighbors with noise or filth (TFA doesn't say). Just because you're dying doesn't give you the right to be an asshole of a neighbor.

Also, neighbors: if the guy is lonely, it's your duty to be a good neighbor and keep him company, give him help, etc. It's probably not in the rules governing the HDB, but the fact that you benefit from public housing probably ens you should give something back, no?

Reading the article, I get the impression that while the rule does say no more than one dog, the authorities are lenient and only enforce the rule if there's a complaint, in this case, the dogs making too much noise. Exactly how is that asinine?

The man should not have broken the rules. With that being said, he should ask some of his other neighbors who do not have a dog if they can "keep" one of his two dogs.

I assume the rules are as follows?
Own one dog (you own a pet)
Own two or more dogs (you are a rancher)

If you want the government to pay your bills, there are some rules. And there is a pretty good argument that if the gov is paying your bills, you can't afford multiple pets.

It also sounds like his dogs are not well behaved, which annoys at least one of his neighbors.

The most curious thing to me is that the guy seems to have no plan for what will happen to his dogs after he dies, and he's told that he doesn't have long. If you really care for your pets and you know you won't live for long, wouldn't you make a plan?

Wow, are some of you guys serious? The problem with resolve itself in 6 months or so. And yes, I have shared an apartment wall with noisy dogs (though screaming babies are the worst by far!). I still say wait it out.

animal lover here. if you can't properly tend to the animal you should not have the animal. animals not properly tended to = animal abuse.

It sounds like the problem isn't with the government on this one, it's that he is pissing off his neighbors. The dogs must be really loud to overcome the instinct to placate a dying man.
