There's no excuse for what you did, but there aren't many people who have never done anything on the spur of the moment which they've regretted afterwards, especially when they've had a drink too many.

Agreed. And this guy didn't just cheat on his wife, he did it in about the most hurtful way possible. It wasn't some stranger at a hotel bar while he was on a business trip or something. It was her 21 year old niece, in a car, outside of a party full of her family members. It's not like he went to any trouble to cheat discretely or spare her public humiliation or choose a slightly more appropriate partner (you know, older, not related to her, that sort of thing.) Yeah, it's unforgivable. He is pond scum. Sorry, but much worse than a drunk driver.

I suspect the guy's lying to make himself seem less of a bastard. They finished and talked afterwards and then he heard footsteps and she claimed she'd seem the whole thing? or
b) She was into it enough to not stop it

What he did was not a mistake. A mistake is something you do without intent. He very much meant to do what he did.

That doesn't necessarily make him a worthless human being, but it does mean he has to own his bullshiat before he can make a claim to be anything else. He did this. He meant to do it; he wanted to do it. He's going to have to go forward from that reality -not the mere fantasy that this was a "mistake"- if he wants to save this marriage that he has wrecked.
