Because she was a job creator with an obviously successful farm she earned by the sweat of her brow. The rest of them weren't boot-strappy enough so they knew they deserved their sh*t-hole town and lives.

The townspeople really need to compleatly shun and ostracize anybody found to be corrupt. Don't even sell them food. And put signs up everywhere. Signs that have a person diembowling themselves and text that reads "Do the right thing". Shun their families also, don't sell them food, fire them if you employ them, don't buy from them, don't even talk to them, refuse to educate their children. Until the corrupt politition does the right thing.
