Rather conflicted here, the goat was a known issue but had previously only harassed other hikers. While still a tragedy I think the Judge made the right call here.

Wild animals are wild.

What in the hell? Everyone seems to agree that the park was negligent but nothing can be done & no one can be held responsible? I'm not American so I don't understand what the Federal Tort Claims Act is - is that like "we're the government, citizen, and we don't use the same laws that we screw you with'? I also need to have 'exercise of discretion in relation to public property' explained - that sounds like 'this land is our land citizen, not your land, and we can do whatever we please so leave now before you have an unfortunate accident'. From here it smells like BS. Up here in Canada the provincial or federal government (depending on the park) would be obliged to make his poor widow quite rich.
