'food smuggling' is not the biggest concern. it is 'a' concern. a 'growing' concern, but nowhere in that article does it say that it's the 'biggest' concern.

seriously, can't we have greenlit headlines that are actually true to the story?
why do subby's feel the need to exaggerate? let the story stand its own and make your headline compatible, if you can't do that, don't bother submitting an exaggerated headline in the hopes of getting a charity green.
