That's how you deal with regulations-- quietly create a plausible excuse to ignore them.

A donkey in the Marines? What other animal secrets do our armed forces hold?

$5 the Peace Corps keeps a warehouse of doves available just to dump feces over anti-environmental protesters should such an emergency ever arise.

A marine PFC get stationed at a remote outpost in the desert and is being show around the base by his sargent. During the tour, he's struck my the lack of females so he asks his buddy, "What do you do for sex around here."
The sargent says, "Use those donkeys over there."
The PFC is shocked, but to afraid to say anything to his sargent. But as weeks turn into the months, the urges won't stop and one of the donkeys does look kind of cute. So late one night, the PFC creeps out of his tend and starts to have his way one of the donkeys.
He's just about to finish, when he hears the booming voice of the sargent. "What the hell are you doing?
"But Sarge," the PFC stammered. "You said when I need sex to use the donkeys."
"Yeah, to ride into town."

A stray wandered into my unit's warehouse one day and decided to take up residence. We got her set up as a military working animal (as an exterminator) with vaccinations from the Navy vets. She was one hell of a huntress too. She was heavily pregnant when she chased down and killed a rabbit. She would make bird calls to attract the pigeons. Meanwhile, she simply adored humans.

I believed it. We had an old mama cat who caught rabbits. Brought one up to a 12' balcony just to show off it and her amazing leaping ability.
