It is a robust command & control system, compared to what goes on in, say Afghanistan or some of the 'Stans with large nuclear arsenals (leftover from the Soviets) and governments that change oftener than underwear.

What I heard is, they were watching her the whole time, debating whether it would be a bigger public relations disaster to let her and her friends walk in and toss blood packets around, or have them scream "police brutality" and pour the blood over themselves while flopping around like a landed fish if a guard so much as asks them what they're doing.
