I learned nothing from that article except there's a paltry $100 million item in a bill.

That'll cover between 5-7 million hours of employment. About a quarter million 30 hour weeks. About 80 thousand jobs for a month. Less than a good month's job figures. 

I went to the DoL website for the real story. It's grant money to expand on Section 3306(v) programs. That's the sort of stuff where your employees collect partial unemployment for having their hours cut back 10-60%. It also requires recipients to met "work search test requirements" so maybe you don't have people laid off, they bright size the company. 

I also noticed the CNS people went for liberal California, New York and Florida, but they skipped the $8million for Texas.
