A little of both, but I think it says more about how our system needs radical reform of the legislature and how we elect representatives. So many of these districts are designed solely to help political parties maintain their position rather than give the people actual choices so they're simply not competitive.

It doesn't god damned matter what the approval rating of "Congress" is. The only thing that matters, the only thing that ever will matter, is the approval rating of individual congresspeople in their respective districts. Which is still, on average, just fine.

Indeed. I would be interested to see the average approval rating of the representatives, instead of Congress as a whole. No one votes for "Congress".

A lot of it has to do with gerrymandered districts and running virtually unopposed above and beyond all the regular advantages incumbents enjoy. The seniority in Congress thing plays a big factor there as well.

The stupidity of voters does count as well but it should be noted that a lot of that stupidity is inculcated by a RW media that lies and a corporate MSM that let's them get away with it.

The 2010 do-nothing Congress filled with die hard Teatarded obstructionists doesn't even deserve double digit approval ratings.

Electronic voting is almost a perfect system for stealing elections. Any population that puts up with it is too wimpy and stupid to last for very long and true to form we are in pretty rapid decline. America is too flawed to endure.

Given that we've repeatedly demonstrated that 20-30% of people will agree to/approve of almost literally anything, from space alien abductions to ESP to invisible sky wizards, I'd say a 10% approval rating for congress is pretty telling, actually.

I'd have more approval for Congress if all they did was bring home pork. If you're going to waste money, at least get some groundhog study or a new sports arena out of it rather than knowing with confidence that the Repeal Obamacare bill has been passed through the House 30+ times.

I don't love mine, but the choice is crazy Tea Bagger GOP creationist that wants to dump radioactive waste in the ocean and incorporate it into people's home foundations, and a pretty fiery Democrat that's relatively sane.

Gerrymandering.


And to a lesser extent Seniority, particularly in the Senate. Elect two new senators in consecutive elections and you can wave goodbye to any federal spending in your state for a few years.

Which leads to another issue - people like their congresscritters who bring home the pork. Individual approval rates are still pretty good, especially when Senators (and Reps) can demonstrate that have brought jobs or investment into the state .

That, and how difficult/expensive it is for qualified people to get in a position to even run for office.

Stupidity of the voters. A recent Gallup poll said that 54% of people approve of the TSA, and that's a mistake.

From what I can tell, any Democrat in the US House has no real reason to show up for work; they won't be allowed to do anything under Speaker Boehner. Makes it hard to tell who to vote for in the primaries.
