Note that page number. There's something broken with that site's numbering, but the page number don't lie.

Nothing broken, just a programmer's habit:
you start counting at 0 because the index is usually used as an offset to some memory address.

Like, think of a text as a sequence of letters in the computer's memory with each letter using the same, fixed number N of bits (like 8 bits for an ASCII character).
So if the text (that sequence of letters) sits a position M in memory, you find
the 1st letter directly at position M (=M+0*N)
the 2nd letter at M+N (=M+1*N)
the 3rd letter at M+N+N (=M+2N)
....
and the i-th letter at M+(i-1)*N

So if you start counting indexes at 0 instead of 1, you can find the position of that letter by simply calculating M + index*N
If you start counting at 1, you'll always have to perform an additional operation (subtracting 1) as you would have to calculate
M + (index-1)*N.

/ well, or you could calculate and store the value of M-N somewhere; then you could start counting at 1 and do (M-N)+index*N
