Actually, it's even more basic than that. The criminal system uses middle names to refer to all defendants. So rather than just writing "John Gacy" on his court file, it is written as "John Wayne Gacy." That's it. There is literally nothing else to it.

And plus, the media likes reporting the full name, so as not to risk any confusion with any one else. Lee is an extremely common first name, and Oswald is actually a pretty common surname. There's a bunch of Lee Oswalds on google search. I bet there's only ever been the one Lee Harvey Oswald, though.

Let's say your name is John Xavier Smith.
Let's say a guy named John Wayne Smith goes on a puppy killing rampage.

Would you prefer the media refer to him as "John Smith" or "John Wayne Smith"?
