Actually, it's even more basic than that. The criminal system uses middle names to refer to all defendants. So rather than just writing "John Gacy" on his court file, it is written as "John Wayne Gacy." That's it. There is literally nothing else to it.

John David Stutts

TED KOPPEL: (voice-over)
John David Stutts spent his childhood here, in this modest home in Lima, Ohio. Everyone who knew him called him a loner, a quiet young man. Stutts attended Sunday school at the Mercy Seat Baptist Church.

MERCY SEAT BAPTIST CHURCH PASTOR:
He was a loner, and a quiet young man. He attended church, and Sunday school. I remember he was always very polite.

TED KOPPEL: (off camera)
Do you believe he killed Buckwheat?

MERCY SEAT BAPTIST CHURCH PASTOR: (without hesitation)
Oh, yes. Definitely. That's all he talked about.

And plus, the media likes reporting the full name, so as not to risk any confusion with any one else. Lee is an extremely common first name, and Oswald is actually a pretty common surname. There's a bunch of Lee Oswalds on google search. I bet there's only ever been the one Lee Harvey Oswald, though.

You would be surprised. I was only aware of one other person who has my first and last names, until I didn't pass the bar...but another girl with the same first and last name (different middle name) passed, and I had to field all these congratulations from friends telling them I wasn't "Susan Elizabeth."

Called for Jury duty in Athens GA, back in '03, for a change of venue trial from South GA. I noticed the middle name of the defendant was Wayne.
Weird News of the World had commented that among murders the middle name of Wayne was the most prominent to the point of being absurd.
I knew I would vote to convict him right then and there.
I decided to recluse myself for other reasons.
The Judge let me leave with a different legitimate reason.
I try to go to trial without preconceptions.

Come on, we all know that middle names exist solely to let us know that we are in deep sh*t with our parents. Thus, it makes sense that that murders and severe criminals are always referred to with all three names; it lets them know that they are in some serious trouble, young man!
