For such a small town this one has it all. Urinating Councilman, Mayor/Police Chief Feud, Screaming Disfunctional asshats at Borough meetings, DUI conspiracy theories involving Mayor's son, Police/Public Worker spying accusations... ah... to live in the town next door when I only need to worry about double homicides and suicides by train.

On a more serious note - I don't think public urination should be a crime. Peeing on your neighbor's property(actual stuff not grass/trees/etc) is another matter and the neighbor should have full right to sue - yes this should strictly be a civil matter not criminal.

Urine does not amount to a public health concern, despite what is commonly believed/assumed. Its a law that exists because - a person needs to expose those evil/dirty/shameful genitals in order to urinate - aka its about public "indecency." We have no need to religious morality codes in our law books. It doesn't matter who sees it - even if children. That only requires basic parenting - aka something many of today's parents are totally unwilling to do.

Some cultures still practice public urination - and they are no worse off for it either.

I disagree with this part of your post. Urine may be sterile when it first comes out of a healthy person, but it provides a fertile breeding ground bacteria. Furthermore, urine can contain certain bacteria due to preexisting illness. Proper disposal of waste products and the hygiene regimen commonly associated with going to the bathroom promote a healthy public.
