Well, you could also consider that there's 1200 files; you could say the policy 'works' 6:1. Still, I think that you're closer. Part of the problem is that they kept the program so low-key that not all the troop leaders knew about it, and it's not like they were doing fingerprints and background checks. It mentioned that some of the men got back in via using false names, or just never taking an official position with the group(no registration = no black list check).

It's all about image; they didn't want to present the idea that molesters could even be in their ranks; even if that presentation was that they were kicking them out, turning them over to police(and blacklisting) as soon as they found them. Not to mention that criminal trials could open them up to liability. Though I'd be adjusting the law so that as long as the organization has a clear policy of 'CALL THE AUTHORITIES!!!' when stuff like this comes up, that they're indemnified for anything their volunteers do. IE if an unpaid troop leader doesn't call the cops after catching somebody diddling a kid, because the BSA policy says in big letters 'Call the COPS!!! Heck, call us and we'll call the cops! Call somebody relevant(other than the news), please!' the BSA isn't held responsible. Responsibility for actual employees would be a bit higher.

The very first guy I 'dated' at 14 (lived in another town, neither of us could drive, just talked on the phone a lot) told me that same joke after I was curious what he'd told a male friend that was 'so bad'. It doesn't phase me now but back then it was sort of a deciding factor in ending the 'not dating'.

What I have always found ironic is that the vast majority of scouts that I have known over the years, both as a scout and as a scoutmaster, really did not care all that much about the so-called "religious aspects" of scouting. Sure, a lot of them were devoutly religious, but the boy scouts was never about promoting religion to them. It was about all the other activities, such as camping and hiking and merit badges. In my 10+ years in the scouts the only time that god every really came up was in the Pledge of Allegiance, the scout oath, and when at summer camp saying grace before meals. That is it. We never had bible study or prayer sessions. Now, I do understand that some troops are more religious than this, but my experience is that they are in the minority.

Earning this badge left a bad taste in my mouth.

I am always amazed at how many morons continue to think that a guy who molests little boys is automatically a homosexual! I am also equally amazed that these same people who are worried that a homosexual scout master might molest their son have no problems with letting their daughters have close contact with male teachers.

They don't always cover it up. A BSA troop in Maryland in the early 80s had a problem with a scoutmaster, and they pressed charges. And good on 'em.
