Seriously - there's crime. Stooging around Portland I came across a memorial and fresh flowers. A month ago someone whipped out a handgun and killed three people in an open street I walk through often.

Two friends were beaten within an inch of their life, and there's been a handful of other sketchy goings on.

But that seems to summarize Portland - By and large nothing but awesome, with incredible restaurants - and then Twin Peaks Bob pops up through a few people and weird crap happens.

Lived in Portland for a few years, had a black roommate. He was blacker than the ace of spades, had a bunch of other big black friends. I would have guessed that whole entourage would have spiked the pop. up past 1.1%.

The easy way to prove that he is racist is to show data to the contrary of his implication. He showed a correlation between low crime and demographics of the area. That is statistical analysis not racism.

I would normally react this way, but in TFA the residents made it known to the police these types of criminals are a problem. So its community based policing.

well we could look at a map of crime in the USA and cross it with a demographic map and see what we get. You can also cross that with an economic scale type map and then blame crime on poverty if you wish. However that just isn't the case in its entirety. Lack of opportunity does contribute massively to crime, but so does lack of ambition, drive and a shiat ass culture that glorifies gansterism.
Cross all that with a map of education ranking and jazz will show you how education contributes to NOT being a criminal.

There are tools for this (ArcGIS for example.)
