During the playoffs one year (maybe 1997 or 1998), the St. Louis Cardinals were in contention. Pretty much every computer had the Cardinal's website up. Whenever something exiting was about to happen, the network guy would disconnect the internet from the network. He thought it was funny but I would get about ten calls about the 'system being down'. Sometimes, I'd play along and get them to admit it was "just the internet." More than once, I'd say something like 'I'm examining the packets that were going to your workstation. How is www.stlcardinals.com work related?"

Why is it up to the IT department to police people's work ethic? Isn't that the manager's job? And, if the managers aren't doing their job, why isn't leadership coming down on the managers? And if they aren't doing their job either, then this is why we have elected officials (to keep the bureaucracy in line).

LA county, mostly dems, loony left obamorons. The men did most of their work during the women's events because the women's beach volleyball made them queasy and it's gross.
They did create a new taxpayer funded public job. Jizz mopper during the men's swimming events.

I work for LA County, and once when I was working late (around 8:30- 9 pm) all alone in the office I decided to put on Netflix while I worked since I figured no one will be on the network at this time. I swear, 10 minutes into watching I get an e-mail that was sent to all county employees "There is a system slowdown, we are currently looking for the source of the slowdown."- IT" and after I stop watching I get a followup "The system slowdown has been resolved."

They do have some strict filters on the LA county network, but I've since figured out how to bypass certain filters and go on social media sites and install my own programs on my work computer. All for non-nefarious work related purposes of course. I like my job and would rather not get fired.

Work-related or not, you might want to read the EULA's on those programs you're installing. Most vendor licensing frowns upon personal programs in a corporate/government environment. I'm not even being snarky. Part of my job is to find people like you in our environment and force them to comply with licensing by obtaining it proper through the company or removing it from their machines. I've never had to report anyone as most people are genuinely ignorant when it comes to software licensing. It's not worth your job, especially if you like it.

This. A couple of years ago the hospital I work at sent out a system wide e-mail asking people not to watch the basketball playoffs on their work computers because they were having problems with the network since everyone was doing it.

If you're asked to deliver something on your lunch break is it private use of your car just because you own the car or is it still a commercial use because you're carrying out business? AFAIK, ownership and location != use. Could be different for software, no clue. Wouldn't be the first time it was inconsistent.
