Laws aren't meant to protect us directly. Rather, they're meant to protect our guns, which in turn will do the actual protecting. And, as of now, the laws protect our guns just fine.

If we need to find someone at fault here, it would be those that went to see the movie. They knew that they were going out in public, and they also knew that sometimes out in public there are bad guys.
